Asha Dugan

2017 – 2018
Policy Oversight and Training Liaison, Yavapai County

Since beginning of her career at the Yavapai County Assessor’s Office in 2001, Asha has worn many hats – expanding her skills and education at every opportunity. A promotion to Residential Appraisal Supervisor was followed by her appointment as the Policy Oversight and Training Liaison due to her extensive knowledge of almost every aspect of the office. She earned her DOR Level II in 2007 and is currently the Personal Property Supervisor. She has been an active member of AZ IAAO since 2011, planned and organized chapter meetings in Prescott since 2012 and served as a Chapter Representative since 2016. Asha led the chapter in the addition of a second education day, adding to the chapters committment to providing continuing education for members.


2017 – 2018
AZDOR Appraiser Instructor

Quantá is an advocate for community education of local assessment systems emphasizing young adults and the elderly. She is a State of Arizona Department of Revenue Appraisal Instructor. Quantá graduated from Grand Canyon University in 2008 with a Bachelors of Arts Degree in History. She has been an active member of AZ IAAO and the assessment community since 2015. Serving on the Arizona Chapter’s Executive Board from 2015 to 2019, she led the Chapter in a a cost-saving and fiscal responsibility reorganization placing the chapter on a solid foundation for future members and industry stakeholders. She developed the seminar continuing education format hosting the Inaugural and Second Appraisal & Property Tax Seminars in 2017 and 2018. Apart from appraising and her work as an ordained minister, Quantá enjoys hanging out with her husband and three boys, and is an aspiring lyricist, writing poetry in her spare time.


2016 – 2017
Maricopa County Field Services Supervisor

Doug is currently a DOR certified Appraiser II working in the Commercial Office group. He has completed numerous IAAO courses and achieved the Assessment Administration Specialist (AAS) designation in 2016. He entered the Assessment field with a background in Real Estate and over 20 years of Business Management experience.


2015 – 2016
AZDOR County Liaison

Darren has been working in the Assessment field for over ten years, serving time in the Commercial and Litigation divisions, and as a Industrial Property Supervisor for the Maricopa County Assessor’s Office. He currently serves as the County Liaison for the AZ Department of Revenue. Elected in 2012 as an AZ IAAO board member, Darren has served as the Elections and Education/Scholarship committee chairman.


2014 – 2015
AZDOR Appraiser Instructor

Christa has been in the assessment community since 2006. She is a former Maricopa County commercial appraiser who accepted a position with the Property Tax Division of the Arizona Department of Revenue in 2011. She currently is an instructor with the Training and Certification team and an IAAO national instructor. Christa has served on the AZ IAAO board since 2012 beginning as a Board Member.


2013 – 2014
Maricopa – Canvas Assessment Supervisor / DTR Project Manager

Tironda Dixon joined the Maricopa County Assessor’s Office (Arizona) in 1999. During her time there, she has gained knowledge and experience working as a Residential and Commercial Valuation Appraiser before moving on to the Litigation Department. She currently serves as the Canvass Assessment Supervisor and Project Manager for Assessment Analyst, Desktop Review. Tironda has also served as Secretary to the Executive Board of the Arizona Chapter of the International Association of Assessing Officers (IAAO) from 2012 thru 2013 and is now serving as the President of the Board for 2014. Tironda’s hard work, dedication and vision have been highly instrumental in the success of the Desk Top Review Project which she hopes will bring the Maricopa County Assessor’s Office into the future.


2012 – 2013
Dept. of Revenue – Training and Certification team

Jeff Law is an instructor with the Training and Certification Unit of the Arizona Department of Revenue. He has been there since September 2012 and is one of the instructors teaching Ad Valorem appraising. He was with Maricopa County for 6 years and worked in Major Properties, Commercial Properties for the former Northwest Office, and started his career in the Land Department. Jeff has been a Board Member of the AZIAAO 2006 through 2010. In 2011, Jeff was the Vice President of the AZIAAO and served as President during 2013. During this time, the ACIAAO put on a very successful 2008 Tax Conference in Flagstaff, the Chapter won the Outstanding Chapter/Affiliate Award in 2009, and hosted the 2011 International Conference. Jeff was the golf chairman for the conference which had 84 participants and over $3,000.00 in prizes, the largest golf tournament in IAAO Conference history!
